Frequently Asked Questions (FAQs)

Can a State Private University offer ODL/Distance courses in other states?
No. The Supreme Court of India and the UGC have ruled that State Private Universities must operate strictly within the boundaries of their home state. They cannot open offshore study centers or conduct examinations outside their state, even through franchise networks.
Is an online or distance Engineering/B.Tech degree valid in India?
No. UGC regulations strictly prohibit professional technical courses like B.Tech, M.Tech, MBA/PGDM (in technical fields), Law (LLB), Pharmacy, Nursing, and Medical degrees from being offered in Distance (ODL) or Online mode. BITS Pilani WILP is a specific program for already working professionals but general student degrees in these streams are banned.
What is the difference between ODL mode and Online mode?
ODL (Open and Distance Learning) includes physical study materials, localized learner support centers, and standard pen-paper exams within the university's territory. Online Mode is fully digital: lectures, study materials, and exams are conducted entirely online, and there are no geographic restrictions on where students live.
What is a DEB-ID and why is it mandatory?
Beginning from the July-August 2025 admission session, UGC-DEB requires all students enrolling in distance or online courses to register on the official DEB portal to generate a unique **DEB-ID** using their Academic Bank of Credits (ABC) ID. Admission without a valid DEB-ID is not recognized.
Are distance learning degrees valid for Central and State government jobs?
Yes. Degrees awarded through ODL or Online modes by UGC-DEB recognized Higher Educational Institutions (HEIs) are treated as fully equivalent to degrees awarded through regular/classroom modes for all government recruitments and job eligibility, provided the course was approved for the specific enrollment year.
